Happy New Year from all of us at POGO!  I wanted to give a quick update on our work so far in 2009.

This week POGO raised concerns over the news that President-elect Obama has selected retired Admiral Dennis C. Blair to be the Director of National Intelligence.  Longtime POGO fans might recognize Blair’s name from our investigation into multiyear procurement of the F-22, when we revealed that Blair–who was then the head of a defense research institute that was evaluating whether or not the F-22 met the requirements for multiyear procurement–was also a stockholder and board member for an F-22 subcontractor.  The Pentagon Inspector General later confirmed that Blair had indeed violated financial conflict of interest policies, even though he continued to maintain that he had done nothing wrong.

POGO is concerned that Blair might not have the sound ethical judgment needed to head up the intelligence community.  Obama’s decision was particularly disappointing given his promise to hold his administration to the highest ethical standards.  We hope that Congress will carefully scrutinize Blair’s history and attitude toward conflicts of interest during his confirmation hearing.
